     From November29 to December 1 2023 accredited experts of the World Customs Organization was conducted a diagnostic mission on the issues of “Single Window” for import-export operations.

     The mission was held in the premises of Training-Methodical Center of the State Revenue Committee (SRC) of the Ministry of Finance of the Republic of Kazakhstan with the participation of workers of the SRC headquarter and with the company “E-finance center JSC”, the developers of the “Single Window” information system. 

     The purpose of the mission is to analyze the state of development of “Single Window” mechanism for import-export operations and to formulate recommendations for further development of the Single Window mechanism.

    The measures contained in the Trade Facilitation Agreement of the World Trade Organization are aimed at the maximum simplification and harmonization of customs procedures, acceleration of the transport of goods across borders, increasing the predictability of trade and business transactions.

    The introduction of “Single Window” principle for exporters and importers to go through customs procedures is one of the advanced tools for achieving trade facilitation goals.

    In order to fulfill the obligations of the Republic of Kazakhstan on trade facilitation as well as the development of infrastructure for the provision of public services, “Single Window” portal for export and import operations is operating.

    During the event WCO experts introduced the information about WCO Standards, Instruments and tools,WCO Data Model, GNC, Innovation in business processes and Single Window implementation experience in foreign countries.  

    At the end of the mission it is expected to identify areas where improvements can be made to improve efficiency, taking into account both new methods and international best practices in trade facilitation.
