In which way participants of foreign economic activity lowered the customs value of goods from China: “backpacks” at 46 tenge, “women’s hats” at 69 tenge

         The priority of the work of state revenue authorities is to counter the shadow economy, including ensuring the reliability of the declared goods, especially those imported from China

One of the measures aimed at countering these violations is to control the customs value based on the risk management system in the information system.
“ASTANA-1”. This process is automated, the human factor is excluded here. In 2018, over 840 thousand declarations were executed in “ASTANA-1”. For the expired period of the current year, about 129 thousand declarations were issued.

For immediate response on the issues of declaring goods and system failures, a chat on the “Telegram” messenger has been created and is successfully functioning, where about 4 thousand users are registered. 

During the period from January 25 to 31 of the current year there were frequent server failures when installing the “cost control” functionality, which were promptly eliminated.

At present “ASTANA-1” automatically issues about
60% of declarations for goods imported from China, that is, no control measures are applied against them, and they are issued within 1 minute. About 17% of declarations are executed in the so-called “yellow” corridor, that is, at the time of registration documentary control of them is exercised, including cost control.

Thus, in order to inform participants of foreign economic activity the information about the value of imported goods is posted on the official website of the State Revenue Committee. This information is formed on the basis of the declarations for issued goods. This is our initiative to ensure the transparency of the information used in exercising control of the customs value.

As an example of lowering the customs value of goods from China, the following can be cited: “men’s shorts” at 68 tenge, “backpacks” at 46 tenge, and “women’s hats” at 69 tenge.

Certainly, such facts cause triggering of a risk management system. There are many such examples.

According to the established underestimation of value, about 1 billion tenge was additionally charged.

It should be noted that against the companies - official representatives of the brands “SAMSUNG”, “LG” and other large companies, the control of the customs value is not exercised. Goods of these companies go through the “green” corridor.

The remaining 23% of declarations go through the red corridor with customs inspection, on the basis of which 400 facts of unreliable declaration of goods with a total weight of more than 320 tons were revealed, and 12 facts are being investigated for signs of a criminal offense.

In order to minimize the risks of non-delivery and substitution of goods during transit, a risk profile has been introduced, providing for clearing goods directly at the border, including at the “Nur Zholy” post.

The exceptions are certain types of goods, such as equipment, hazardous goods, medicines, which transit to third countries.

This customs post has all the necessary infrastructure, including brokerage firms and certification organizations, warehouses and unloading equipment.

Ensuring reliable declaration and control of the customs value of goods are among the main priorities in the activities of the State Revenue Committee, and further work in this direction will continue.
