On February 26, 2019, the 30th meeting of the Joint Board of Customs Services of the Customs Union Member States was held in Nizhny Novgorod (Russian Federation)

 

From the State Revenue Committee of the Ministry of Finance of the Republic of Kazakhstan, the Chairman Sultangaziyev Marat Yeleusizovich and the Head of the Administration of International Management Kozhabergenov Yermek Kaliyevich took part.

During the meeting, a number of decisions were adopted aimed at optimizing the performance of customs operations, namely additional measures to minimize the risks of violating the laws of the Eurasian Economic Union member states; single approaches in setting customs transit timing were developed;  the amendments were made to the List of categories of goods in respect of which the control of the customs value level is exercised, and the provisions, composition and action plan for 2019 of the working group at the Joint Board of Customs Services of the Customs Union member states on enforcing bans and restrictions were approved.

In the framework of the meeting, the Committee introduced the following issues to the Agenda В:

- on the development of common approaches in the customs declaration of vehicles for personal use, released for free circulation in the territory of the Republic of Armenia;

- on the law enforcement practice of the customs authorities of the Eurasian Economic Union member states in the order of filling in boxes 9 and 14 of the goods declaration.

The Parties supported the initiative of the Committee and the relevant Decisions of the Customs Value Control Division were made following the results.

In the framework of bilateral meetings with the heads of the customs services of the Eurasian Economic Union member states, a wide range of issues were discussed regarding the development of uniform measures applied to carriers who did not re-export temporarily imported motor vehicles of international transport or did not place such vehicles under customs procedures in due time, the results of the experiment between Kazakhstan and Russian customs authorities on monitoring transit traffic using navigation seals.

The Chairman noted that the site of the Joint Board of Customs Services of the Customs Union Member States allows defining priority directions in the sphere of customs affairs of the CU member states, coordinating the practical interaction of the CU customs members on the main aspects of the customs policy.

Following the results of the negotiations held, the participants expressed willingness to continue and strengthen further bilateral cooperation.

At the end of the meeting, the relevant decisions were signed.
