On October 24-26, 2022, a study trip was held for the Republic of Kazakhstan, the Republic of Uzbekistan and the National Information and Analytical Center for Drug Control under the Cabinet of Ministers to the State of Israel.

The Kazakh delegation was headed by the Chairman of the State Revenue Committee of the Ministry of Finance of the Republic of Kazakhstan, Mr. Daniyar Zhanalinov, who took part in joint work to study the best national experience of the State Customs Service of the State of Israel.

Mr. Zhanalinov noted that the establishment of bilateral diplomatic relations between the Republic of Kazakhstan and the State of Israel this year has been more than 30 years (established on April 10, 1992).

Over the years of cooperation, relations between Kazakhstan and Israel have become even deeper in trade, economic, cultural, humanitarian, investment and other areas.

According to the State Revenue Committee of the Ministry of Finance of the Republic of Kazakhstan for 8 months of 2022, the State of Israel took the 25th place (0.6%) in trade with the Republic of Kazakhstan.

The volume of trade turnover amounted to $416.4 million, which is 2.2 times more than in the same period in 2021 ($190.9 million).

During the bilateral meeting of the Republic of Kazakhstan and the State of Israel, Mr. D.Zhanalinov shared his experience in creating an "Electronic Declaration Center" (hereinafter referred to as the EDC), which monitors and issues declarations for goods sent on the basis of SRM for verification of documents and information in all departments of state revenue.

The main purpose of creating an EDC is:

- centralization at the Committee level of the process of controlling the customs value of goods, which leads to uniformity of pricing policy and decisions taken;

- exclusion of contact between the authorized official and the declarant, since all interaction is carried out through the information system exclusively in electronic form;

- remote release of customs declarations.

At the same time, the Head of the Delegation informed foreign colleagues about the results of the Container Transportation Control Program in the Republic of Kazakhstan. So, in 2021, there are positive results of work in the form of facts of the detention of cigarettes at the customs posts "Seaport Aktau" and "Altynkol Zhol" and narcotic drugs at "Zhetysu" customs post. Taking this opportunity, I would like to express my gratitude to the donors represented by the United States of America and the leadership of the UNODC Regional Office in Central Asia for the tremendous work done within the framework of the "Container Traffic Control Program" (hereinafter referred to as the Program) to train customs officials in combating the illegal movement of drugs and other prohibited goods, to provide technical assistance in the form of special equipment and devices.

At the end of his speech, Mr. D. Zhanalinov wished his colleagues successful implementation of the tasks set, and also assured readiness for bilateral and multilateral cooperation.
