
Pursuant to paragraph 6.1. of Article 7 of the World Trade Organization Agreement "On Trade Facilitation", as well as a joint order of the State Revenue Committee of the Ministry of Finance of the Republic of Kazakhstan, the Border Service of the National Security Committee of the Republic of Kazakhstan, veterinary control and supervision committees and state inspection in the agro-industrial complex of the Ministry of Agriculture of the Republic of Kazakhstan, measures are being taken to determine the average time release of goods.
At the checkpoint "Nur Zholy" - from December 19, 2022, at the checkpoint "B. Konysbaeva" - from December 21, 2022.
Determination of the average time of release of goods at checkpoints on the Kazakhstan section of the customs border of the Eurasian Economic Union will be carried out every six months on the basis of data obtained from the information systems of authorized state bodies.
The time period to be investigated is 7 working days.
Time indicators for the formation of information on the average time of release of goods for automobile checkpoints are calculated from the moment of entry of vehicles into the checkpoint through the State Border of the Republic of Kazakhstan in the border and customs control zone until the release of goods in the appropriate customs procedure at the place of delivery of goods.
Conducting a study of the time of release of goods in the Republic of Kazakhstan will allow measuring the actual time spent from the moment of arrival of goods to their physical release, as well as identifying "bottlenecks" affecting the release of goods, identifying opportunities for further improvement and increasing the effectiveness of existing procedures and controls.
