The State Revenue Committee of the Ministry of Finance of the Republic of Kazakhstan jointly with the World Customs Organization held an international seminar on " Strategic trade control enforcement " (STCE) under the program of the World Customs Organization (WCO) on the basis of the Training-Methodical Center of the State Revenue Committee of the Ministry of Finance of the Republic of Kazakhstan.
From the Kazakhstan, the Director of the Administration Department of the State Revenue Committee of the Ministry of Finance of the Republic of Kazakhstan – Arman Tyan Alexandrovich made a welcoming speech.
Mr. Tyan noted that the foreign policy of the Republic is a policy in the field of disarmament and non–proliferation of weapons of mass destruction, which is based on a commitment to strengthening international security, developing cooperation between states, increasing the role of international organizations in resolving global problems and conflicts. It was also noted that the crucial role in nonproliferation issues is played by the competence and professionalism of employees both at the border and performing customs control.
On the part of the World Customs Organization, the coordinator of the WCO STCE Program, Mr. Adam Vas, spoke and, in turn, he noticed that the adoption of the principles and methods of the STCE contributes to ensuring security and improving the processes of international trade and bringing it in line with the principles of the SAFE Framework of Standards for Security and Facilitation of World Trade.
One of the topical issues of the seminar, which is of practical importance in the implementation of border control, was the topic – "identification of goods", which was accompanied by the disclosure of the full cycle of development, production of components, structural elements, delivery methods (navigation and control) of nuclear, chemical, biological and radiological weapons and related dual-use goods.
The seminar participants were presented with theoretical materials on methods of identification of dual-use goods, which in turn are necessary for border control.
