The project on the introduction of navigation seals to track transit is being worked out by the state revenue authorities together with the EAEU countries
Customs operations have become as simplified as possible. This was made possible thanks to the new customs legislation, which is effective from January 1, 2018 and the introduction of the information system "ASTANA-1", said an acting Director of the Department of operational control of the SRC Kadyr Ismagulov.
Also, it should be noted that the control of transit cargo is carried out only within the framework of the risk management system and the results of the control of technical means. If the system does not provide recommendations for inspection and inspection complexes have not revealed inconsistencies, the transit goods follow the route without delay.
However, there are also unscrupulous business entities that violate the law. Thus, for 9 months of this year, 842 violations were revealed and 72.5 million tenge of fines were imposed for transit movements of goods. "With colleagues in the Eurasian Economic Union, we are working on a project to introduce navigation seals to track transit. The use of such seals will further simplify customs procedures and reduce the administrative burden on business by eliminating physical control measures in the form of inspections and physical accompaniments", K.Ismagulov said.
The pilot has already been conducted between the customs authorities of Kazakhstan and Russia. Now it is planned to conduct a multilateral pilot with the participation of the rest of the EAEU countries, the speaker highlighted.
At the same time, transit is improved for carriers who submit preliminary information on the TIR EPD system and open the TIR system on the adjacent side. In particular, for such carriers, separate lanes are organized at checkpoints and there are simplifications on the risk management system, Kadyr Ismagulov summed up.
